بإسمي واسم مجلس أمناء المنظمة العربية لحقوق الإنسان و٢١ منظمة عضوة في ١٩ دولة، اتقدم لكم بالتحية والتقدير لعقد هذه الدورة الطارئة المهمة للمجلس الموقر للنظر في الأوضاع الخطيرة في أراضي فلسطين المحتلة، متمنين لكم النجاح في مهمتكم، وواثقين في قدرة المجلس على تفعيل واجباته للانتصار لقيم ومعايير حقوق الإنسان، وتجاوز كارثة ازدواج المعايير الدولية تجاه حقوق الشعب الفلسطيني الثابتة والمشروعة وغير القابلة للتصرف بموجب قرارات الأمم المتحدة.
وتشدد المنظمة العربية لحقوق الإنسان على واجب المجتمع الدولي في إنهاء الاحتلال الإسرائيلي لكامل الأراضي الفلسطينية والعربية المحتلة في العام ١٩٦٧ في اقرب وقت ممكن، بما فيها القدس الشرقية وهضبة الجولان السورية.
وتؤكد المنظمة أن أي جهد دولي لا يتحرى تحقيق هدف إنهاء الاحتلال بجدية ومسؤولية وعلى وجه السرعة سوف يقود حتما إلى تكرار مآسي لا تقل فداحة عن موجة العدوان الإسرائيلي الأخيرة وما سبقها من موجات أودت بحياة ٤٥٠٠ من المدنيين الفلسطينيين المحميين بموجب القانون الدولي خلال ١٢ عاما مضت، وخسائر بشرية ومادية عاتية، فضلا عن الإنتهاكات الجسيمة لحقوق الإنسان التي تواصل سلطات الاحتلال الإسرائيلي ارتكابها بصورة منهجية وذات طابع يومي، وأبرزها الحصار والاغلاق ومنع وصول المساعدات وتقويض مقومات الحياة الأساسية والاستيلاء على الأراضي والممتلكات وهدم المنازل واقتلاع المحاصيل.
إن أي محاولة لإضفاء مشروعية على استمرار الاحتلال الإسرائيلي للأراضي الفلسطينية والعربية تعني المشاركة الآثمة في ممارسة جريمة العدوان التي تتمثل في الاحتلال طويل الأمد.
وفي الوقت الراهن، يثير قلق المنظمة اعتقال أكثر من ١٥٠٠ فلسطيني في القدس والضفة الغربية المحتلة بالتوازي مع الاعتداءات على أهالي حي الشيخ جراح والمسجد الأقصى بالقدس الشرقية المحتلة والعدوان الإجرامي على قطاع غزة المحتل.
كما يثير قلق المنظمة البالغ اعتقال ١٤٠٠ من فلسطينيي ١٩٤٨، سيما وأن هناك مخاوف شبه مؤكدة تجاه ردود فعل إسرائيلية انتقامية تجاه “مواطنيها الفلسطينيين”، اخذا في الاعتبار معاناتهم لأكثر من ٧٠ عاما، وتصاعد جرائم الفصل العنصري المؤسسي بحقهم منذ ٢٠٠٧ اتصالا بمحاولات فرض ما يسمى “يهودية الدولة الإسرائيلية”.
لقد شكل فشل مجلس الأمن الدولي في الاضطلاع بمسؤولياته لوقف العدوان والاعتداءات الإسرائيلية في غزة وفي الضفة الغربية والقدس مؤشرا سلبيا على انتهاء صلاحية النظام الدولي الحالي، فمن غير المقبول قطعيا أن يتباطأ المجلس على نحو فاقم من الخسائر إلى نحو ٢٦٨ شهيدا، بينهم ٢١٣ مدنيا في قطاع غزة، و٢٥ مدنيا في القدس والضفة الغربية، دونما إغفال لعدد الضحايا الجارف من الأطفال (٦٩) والنساء (٣٩) وكبار السن (١٧) في قطاع غزة، وإصابة نحو ١٩٠٠.
ويؤكد ما جرى أنه لا مناص من إصلاح الخلل القائم في تشكيل وآلية عمل مجلس الأمن بالعودة إلى خطط إصلاح الأمم المتحدة التي تداولها المجتمع الدولي بين عامي ٢٠٠٢ و٢٠٠٥، وإلا بقي المجلس – ذو المسؤولية الخطيرة في حماية السلم والأمن الدولي – بقي والعدم سواء بسواء.
وتبقى تطلعات الحركة الحقوقية العالمية صوب مجلس حقوق الإنسان بالأمم المتحدة، والآمال في تبني دورته الطارئة الأسبوع المقبل للمطالبة بوضع جدول زمني لإنهاء الاحتلال للأراضي الفلسطينية المحتلة في يونيو/حزيران ١٩٦٧ وفي مقدمتها القدس الفلسطينية المحتلة، مع إدانة الانتهاكات الجسيمة لحقوق الإنسان وجرائم الحرب والجرائم ضد الإنسانية التي ارتكبتها قوات الاحتلال الإسرائيلي خلال العدوان الأخير، بالإضافة إلى إدانة جريمة التطهير العرقي في القدس، وإدانة جريمة الفصل العنصري التي تنتهجها سلطات الاحتلال الإسرائيلي بحق الفلسطينيين في كل بقاع فلسطين التاريخية، ومنح الأولوية لإطلاق سراح المعتقلين على جانبي الخط الأخضر.
وتطالب المنظمة مجلس حقوق الإنسان بالأمم المتحدة بالمبادرة فورا إلى إنشاء لجنة تحقيق مستقلة للنظر في الانتهاكات الإسرائيلية المرتكبة، أن يضيف وضع فلسطينيي ١٩٤٨ إلى قائمة اهتماماته وإلى ولاية لجنة التحقيق المأمولة.

Letter to the UN Human Rights Council
H.E HRC President
Excellences Representatives of Member States
Colleagues of Universal Human Rights Movement
On behalf of the Board of Trustees of the Arab Organization for Human Rights (AOHR) and its 21 Branches serving in 19 countries, I extend my greetings and appreciation to the UN-HRC for holding the Special Session to discuss the gross escalation in the situation in the State of Palestine under the Israeli Occupation. I hope your session works and noble mission meets success and we are confident that the HRC shall be able to overcome the international double standards catastrophe towards the legitimate and inalienable Palestinian people’s rights as guaranteed by the United Nations resolutios.
The AOHR insists that the international community has a duty and obligation to put an end to the Israeli long-term occupation in all Palestinian and Arab lands occupied since June 1967 without delay, including the city of East Palestinian Jerusalem and the Syrian Goulan Heights
The AOHR reconfirm that any international effort doesn’t work towards a speedy, seriusly ending the occupation will give the space for repeated escalation and atrocities, more than what we have faced in the last wave of the Israeli aggression and hostilities, which remind us of the last 3 waves of Israeli aggression we have confronted in the last 12 years and led to the lost of life for 4500 Palestinian civilians protected under international law, and further gross human and economic casualties. In addition to the systematic and continuous daily Israeli violations through the unlawful siege, blockades, preventing aid, destroying the minimum of living conditions, confiscation of lands, demolition of houses and destroying the corps.
In AOHR view, any unlawful try to provide false legitimacy for prolonging Israeli occupation for the Palestinian and Arab lands is a fully participation in the crime of Aggression as legally proved in the Prolonged Occupation.
Currently, AOHR has concerns over the detention of 1500 Palestinian civilians through Jerusalem and the West Bank following the hostilities against Palestinian inhabitants in Sheikh Jareah neighborhood and Al-Aksa Masjid in Jerusalem and the Israeli criminal attacks on Gaza strip.
AOHR has also serious concerns over the arrest of 1400 of the 1948 Palestinians, especially with huge worries expecting Israeli revenge hostilities against it’s own Palestinian citizens, paying attention to the Systematic Racial Discrimination against them over 70 years and the escalation they suffer since 2007 under the colonialist Apartheid concept of the “Jewish State Principle”.
The failure of the UN Security Council to uphold responsibility to stop the Israeli aggression in Gaza strip and Israeli hostilities in the West Band and East Jerusalem is a highly negative indicator on the current International Order. It is absolutely unacceptable to slow addressing the situation, thus resulted in the huge increase in Human Casualties to approximately 268 Palestinians, including 213 civilians in Gaza, 25 civilians in the West Bank and East Jerusalem. And we should pay attention to the numbers of Children (69), Women (39) and Old Age (17), adding 1900 injured in Gaza.
That failure reassured the high need to fix the flaws in the composition and working mechanism of the Security Council, and the AOHR would like to refer to the UN Reform Proposals discussed widely between 2002 and 2005, otherwise, the presence and the absence of the council would be the same, as the council’s major responsibility to maintain Peace and Security.
The Universal Human Rights Movement continue to looks forward to the HRC, hoping your Special Session would adopt the demands to put a Time-Table to end the Israeli Occupation to the lands of Palestine since 1967, including East Jerusalem, along with condemning the Israeli gross human rights violations, War Crimes and Crimes against Humanity committed by Israeli armed forces in the wide aggression in Gaza and the Ethnic Cleansing in Jerusalem, as well as the Israeli Apartheid system crimes against all Palestininas in both sides of the Green line.
The AOHR request your honorable HRC to immediately establish an independent Commission to investigate (COI) the Israeli violations and gross breaches, as well as to add the situation of the 1948 Palestinians to the council’s agenda priorities and to the Mandate of the COI.
